Paint prep question

Shine,

On my Rampone (1978 Vintage), there are a few layers of paint that I was hoping to remove prior to applying a new, visually appealing coat. Upon beginning the removal process, I have discovered 5 layers of paint applied over what appears to be the original blue gelcoat.

The outer layer of paint is flaking off and clogs the sand paper immediately, while the remaining turn to fine dust without clogging the paper. When I got down to the gelcoat, I noticed it appears to have orange peeled (?). I am inserting some pictures for your technical review. IF you can provide me an idea of the best way to proceed with sanding, priming, painting, I would appreciate it immensely.

I would certainly remove the top layer if its gumming up the paper, but if the other layers are well adhered then I would leave them, and epoxy prime over top.

Not sure how the original gelcoat would have orange peeled?
